Nigeria's impressive new West African Art Museum (Mowaa) has found itself in the center of local power politics during the time it was expected to – but was unable – to begin operations to the visitors for the first time.

The Major Initiative

The six-hectare facility stands in the center of the Edo state capital, administrative center of the southern area of Edo – and includes an historical dig and buildings designed by high-profile dual heritage architect Sir David Adjaye, most famous for the National Museum of African American History and Culture that began operations in Washington DC in 2016.

It has been five years in the making – and is designed to honor both the past and the current era of cultural innovation in the region renowned for the historic artworks, artworks looted from the king's palace by British soldiers in the 19th Century.

Setup and Prospects

It is remarkable – and ahead of the scheduled opening, Mowaa was buzzing with staff committed to demonstrate it is a place that can compete with renowned museums and galleries in the West.

Inside art restorers meticulously unwrapped artworks from safety materials, examining each artifact and taking thorough documentation before placing them on display surfaces and bases.

Specialists adjusted environmental controls. In the research lab, staff members set up equipment designed to maintain ancient artefacts.

Investment and Economic Plans

The venture has been the brainchild of businessman Phillip Ihenacho – now Mowaa's chief executive.

"I want us to have a major economic impact on communities around here," he explained to media outlets, mentioning that he aspired to make the city "a cultural destination."

Mowaa, a charitable local organization, sees itself establishing over 30,000 employment opportunities and contributing more than $80m each year to the regional creative economy through alliances and programming.

Funding Sources and Political Challenges

It has taken $25m to achieve this stage – funds gathered from various donors, featuring the French and German governments, the UK museum and the local administration.

But currently the local government has withdrawn support from under it – terminating the utilization of the site on which the museum was built.

An official representative clarified this was because in the initial documents it had identified as Edo Museum of West African Art – and it had subsequently dropped "Edo" from its title.

Demonstrations and Government Action

This declaration was preceded by demonstrations on Sunday, when people entered the campus demanding it be named the Benin Royal Museum.

A disruptive group harassed overseas dignitaries at the facility prior to the opening – forcing them to be hurried away under police escort.

Head of state Bola Tinubu has even intervened to work to address the tensions, creating a special task force to do some damage control.

Political Complexities

But in what way has this become so politicised – and such a reputation problem?

A great deal of it comes down to internecine rivalries at a regional government level, as it was Edo's previous governor Godwin Obaseki – whose governance finished last year – who was a major backer of the initiative.

And it seems the administration of the recently elected official, a close ally of the regional monarch, called the royal figure, may want more of a stake in the project. The protesters on Sunday, for instance, were demanding that the museum be put under the authority of the royal leader.

The Benin Bronzes Controversy

This highlights the disputed topic of the Benin Bronzes, one of the region's most famous cultural treasures.

Because even if the institution does ultimately welcome visitors, these artifacts will be clearly not present.

They are brass, elephant tusk and timber sculptures that once adorned the king's residence of the historical empire before British soldiers took them in the colonial era during a military operation.

Nowadays, many remain spread across museums in Europe and North America -- such as the British Museum, German museum and the American museum.

Restitution Efforts

Their homecoming has become one of the most contested debates in the global art world. Approximately 150 have currently come back – and more are scheduled to be repatriated.

When proposals for the institution in the urban center were initially revealed in 2019, the influential figures on the national arts community hoped it would become their natural home – a modern complex to show them off to the global audience.

But the issues became confused two years ago after the federal government declared that the royal leader would be the proper guardian of returned objects – and the monarch's court pushed for a institution under the royal family's direct control, contrary to the wishes of the former governor.
